I am directed that a copy of Sir G. Bowen's dispatch has been forwarded to Her Majesty's Agent and Consul General at Bangkok with instructions to send home a report on the points raised by His Excellency.
I am to add that no report on this question has been received from the Siamese Minister, who only arrived at his post on the 6th of March last, and that he has been directed to furnish Lord Granville with a copy of the memorandum forwarded by Mr. Grawfurd to Hong Kong, in which allusion is made in the first paragraph of Sir G. Bowen's dispatch.
I am further to point out that until Her Majesty's Government are made aware of the views of all the Foreign Governments concerned, especially
